Council of Graduate Students Minutes for the 19 July 2002 Delegate Meeting

I. Call to Order
The meeting was called to order at 3:34pm, J. Briggs Cormier, President, presiding.
I. Approval of minutes
Minutes will be available and approved at the next meeting.
III. Senate/RGC Elections
After brief statements, Christine Rivera (Education) and Karen Clark-Keys (Arts) were elected Graduate Senators, and Diane Bonfiglio (SBS) was elected to RGC.
Brad Stone, Jingpu Shi and Ryan Clark ran for the Senate engineering sciences seat. Brad Stone and Jingpu Shi had a run-off election. Brad Stone was elected.
IV. Old business
Act 0203-SU-03 Budget
The act was presented to the delegates with no further discussion. Approved unanimously.
Act 0203-SU-04: Bylaws Amendment
Briggs briefly explained the change from five voting members to seven voting members in CGS Bylaws (Section V.1.A.ii). There was no further discussion of the act. Approved unanimously.
V. New business
0203-SU-005: Commending Jim Siddens
Briggs explained the reasoning behind the commendation. There was a friendly amendment to correct the title from 'AN' to 'A.' There was no further discussion. Approved unanimously. Dean Siddens was not present for the meeting. The act will be framed and presented to him at a later date.
0203-SU-006: Creating the Jim Siddens Award
Briggs explained the fundamentals of the award. Delegate Stone asked what type of award would be given. Briggs suggested a plaque and a clock. This was the first reading.
VI. Delegate Issues and Concerns
Delegate Frye asked why there is no recycling at the meeting. Kerry comments that we will start bringing one to the meeting.
Mike Triplett wanted some feedback on graduate students serving on faculty committees. Delegate Stone remarked not in his department, as did several other delegates. Briggs commented that he needed to sit down with the administration to determine which colleges/programs have graduate students on their committees. Briggs also mentioned that there are no specific rules requiring graduate students on committees and that this issue would have to be addressed by Research and Graduate Council.
Delegate Revera asked for an update on health insurance subsidies. Briggs: There is an increase in contribution. In the fall it will increase from fifteen dollars to thirty dollars. The following year the contribution will to 50 dollars a month. Briggs stated that this doesn't reach the target but the Provost and Interim President Jennings are committed to this issue. As of last year, 17.9% was subsidized. Figures for upcoming year need to be calculated. Briggs suggested that we get a commitment in dollars or have a target percentage in mind.
Briggs brought up required health insurance for all students that are half time enrolled. It will be enforced aggressively starting in 2003-2004. 2002-2003 will be lax. It will not be necessary to have OSU insurance, but must have some. The reasons for this: Decreases cost of the premium. Health insurance is necessary for completing education. Reminders will be presented by advertising through fee statement brochures.
Delegate Sosnoskie asked what off campus students who have OSU insurance but no access to hospital are supposed to do. Information on local coverage is not available. Briggs will ask for detailed listing of providers for campuses. Some programs have altered policies for Ph.D. students that don't fit into the norm.
VII. Officer reports
President: Briggs didn't have very much more to report. Briggs had a good meeting with Jennings. They are working towards better graduate education. Jennings is going to look into pegs funding to find some more money. Briggs will readdress the issue in the fall. Also, there will be a special meeting in August to conduct elections. It depends on recruitment by executive committee or delegates to fill all the senate spots.
Vice President: Kerry sent around a volunteer sign to assist with fall orientation. Kerry wants to set up small committee to organize and attend the event. Responsibilities will be mostly on own time. Kerry mentioned having a graduate student panel to extend the program.
Treasurer: There were no significant changes in the finances. The treasurer is in the process of changing accounting software from Excel to Quicken.
VIII. Committee Reports
Officers and Elections: Kerry solicited members and reminded the delegates of the special elections meeting in August.
Events: In the process of working on fall picnic and seeking external funding. Possibly have additional activities with student activities and Ohio Union activities board. Patty reported that student affairs is setting aside funds for grad student programming. Looking into programming at Woody's with possible 21y/o and over on regular nights. Lastly, Patty reminded everyone that Jazz and Rib fest this weekend.
Legislative Affairs: The committee is in the process of making a platform. Issue that might be included Reports senate appropriations. Gives 4 billion. Increase pell grant money. 5 mill humanities, 10 mill arts. Board of regents granted more funding to OSU (sci/eng schools) while taking money from other university. Scheduling meetings with USG to bring in candidates for OSU area, town hall meeting.
