Second Summer Quarter Meeting

Present: Officers: President Kathleen Carberry (presiding), Vice President Candace Cherrington, Treasurer Briggs Cormier, President Elect Ron Meyers, Parliamentarian Brian Rivera.

Meeting called to order at 3:32 PM. Delegates and representatives in attendance introduced themselves and stated their departmental affiliations.

I. Approval of Minutes

President Carberry noted two minor changes to the minutes of July 23rd.

Minutes of July 9th and 23rd. Motion to approve both sets of minutes, including appropriate changes where applicable was made by Delegate Brockman, second by Delegate Challa. Motion was unanimously approved. (Motion 99-3-26)

II. Officer Reports

  1. President (Kathleen Carberry)
  2. President Carberry reported that six people attended the CGS executive retreat the previous weekend to discuss upcoming issues and strategies for the coming academic year. President-elect Ron Meyers will present a full report of the proceedings at the next scheduled CGS meeting on October 1st.

  3. Vice President (Candy Cherrington)
  4. Vice President Cherrington recognized outgoing president Kathleen Carberry for her many years of dedicated service to the Council of Graduate Students. She presented Ms. Carberry with a small token of appreciation on behalf of the assembly in the form of a crystal clock. She also noted that Ms. Carberry would continue to serve the organization.

    Ms. Cherrington continued by informing the delegates that interviews for CGS representative appointments are ongoing. She added that a large mailing has been sent out to incoming graduate students in cooperation with the Graduate School. She concluded by deferring her remaining business until later in the meeting.

  5. Treasurer (Briggs Cormier)

Mr. Cormier deferred his comments to new business.

III. Committee Reports

  1. Executive Committee (Brian Rivera)
  2. The CGS Executive Committee met at the conclusion of the retreat on Sunday, August 15th to recap the weekend's activities, and draft the 1999-2000 CGS Annual Agenda & Priorities.

  3. Organization and Elections (Candy Cherrington)
  4. Ms. Cherrington began by recognizing Ms. Christine Parker as a candidate for CGS Secretary. Ms. Parker is a doctoral candidate in comparative studies and international education. Since the candidacy has been filled, nominations were closed. The election for CGS Secretary is planned for the 1st meeting of Fall Quarter on October 1st.

    Ms. Cherrington continued by drawing the delegates’ attention to a handout that was available at the back of the room. She noted that approximately 61 vacant representative positions remain to be filled. Ms. Cherrington stated that the mailings for the meeting and to new graduate students included an information sheet with brief descriptions of the University, Graduate School and internal CGS committees to which CGS appoints representatives each year.

    Ms. Cherrington called for a motion to approve several candidates for University Committee positions from representatives who have completed the application and interview process. A motion to approve the candidates was made by Delegate England, and seconded by Delegate White (Motion 99-3-27). The delegates present unanimously approved the motion.

    Ms. Cherrington deferred the University Senate and Research and Graduate Council representative elections to "New Business". She concluded by noting that delegate vacancies exist for the University Senate positions for Administrative Sciences, Agricultural Sciences, and Biological Sciences. Research and Graduate Council positions still exist in the areas of Administrative Sciences, Agricultural Sciences, The Arts, and Social and Behavioral Sciences.

  5. Orientation (Candy Cherrington)
  6. Ms. Cherrington noted that a colorful flyer for the CGS Welcome Picnic was included in the mailing. She encouraged the delegates to pick up additional copies for posting in their departments. She added that additional volunteers are needed to conduct the annual Graduate Student Orientation on Sunday, September 19th from Noon to 4:00 PM.

  7. Professional Development Fund Committee (Brian Rivera)

Mr. Rivera began his report by informing the delegates present that he is currently working on a PDF "mid-term report", which was requested by outgoing President Carberry and incoming President Ron Meyers. He noted that at present, PDF is simply a pilot program, and that current funding will expire at the end of Fall Quarter 1999 unless the program receives additional monetary contributions. The report, when complete, will be distributed to the Graduate School, the Office of Faculty and TA Development, and the Office of Research (all current PDF donors), as well as other divisions within the University in the hopes of encouraging the University administration to renew funding for and increase the program.

Mr. Rivera shared some information collected to date. A total of 151 applications for PDF travel funding were received over the first two quarters; 76 in Spring Quarter and 75 in Summer Quarter. Sixteen applicants were disqualified from the Spring Quarter and 6 applicants were disqualified from Summer Quarter due to incomplete application information, such as failure to obtain the appropriate departmental signatures that are required, and/or failure to complete the service portion of the application. To date, a total of $6,076.00 in PDF travel funding has been awarded to 22 winners, 12 from Spring Quarter, and 10 from Summer Quarter.

Mr. Rivera informed the delegates that an analysis of the demonstrated needs of the existing applicants revealed that the maximum funding level of $300.00 currently awarded by PDF might be inadequate. He stated that the "average need" of the Spring Quarter applicants was calculated as approximately $422.00 and approximately $464.00 for the Summer Quarter applicants. Mr. Rivera stated that if the program is allowed to continue, the PDF Committee may recommend increased funding levels of $400.00, $425.00, or even $450.00 to better meet the needs of the applicants.

Mr. Rivera recognized that a number of departments that have established programs to provide travel funds for graduate students, including: English, Psychology, EEOB, and Environmental Science. A more complete list will be included in the final report. Mr. Rivera concluded his report by informing the delegates’ present that personal testimonials from selected Spring Quarter and Summer Quarter PDF award winners will also be included in the final version of his report.

IV. Old Business

Approval of Meeting Dates

President Carberry noted one change to the CGS annual schedule. The Edward F. Hayes Graduate Research Forum has officially been scheduled for April 15th, 2000. She called for a motion to approve the meeting schedule with the change (Motion 99-3-28). The motion to approve was made by Delegate Ibarguen and seconded by Delegate Cantu. The motion was unanimously approved.

V. New Business

A. Election of Senators

Each candidate was given five minutes to introduce himself or herself and answer questions from the voting body. Organization and Elections chair Candy Cherrington read a statement from University Senate candidate Larry Tracy, who was unable to attend due to military service commitments.

P&L) for Education, Toby Rittner (City & Regional Planning) for Engineering Sciences, Edwin England (Philosophy) for Humanities, Arash Mafi (Physics) for Physical Sciences and Mathematics, Larry Tracy (Health Services Management & Policy) for Professional Biological Sciences, Garima Malik (Economics) for Social and Behavioral Sciences.

  1. Elections of Representatives to the Research and Graduate Council
  2. Each candidate was given five minutes to introduce himself or herself and answer questions from the voting body.

    Election Results: Anil Challa (Molecular Genetics) for Biological Sciences, Steve Kwiatkowski (Education) for Education, Sai Bhadawadekar (Germanic Languages & Literature) for Humanities, Jeff Walline (Physiological Optics) for Physical Sciences & Mathematics, Mike Lufaso (Chemistry) for one At-Large position, and Dafina Martin (Ed. P&L) for the final At-Large position.

  3. Approval of the 1999-2000 CGS Budget
  4. Treasurer Briggs Cormier drew the delegates’ attention to the budget handout that was provided. He noted that the budget is still incomplete, the CGS constitution requires that CGS approve a working budget at the second regular meeting of Summer Quarter. A revised budget will be presented for approval at a future CGS meeting.

    A motion to approve the draft budget was made by Delegate Challa, and seconded by Delegate Secnik (Motion 99-3-29). Motion was unanimously approved.

  5. Nominations for CGS Secretary

Organization and Elections Chair Candy Cherrington informed the delegates present that secretary candidate Christine Parker was self-nominated, so no motions were required from the floor for approval. A motion to close nominations for the Secretary position was made by Delegate White and seconded by Delegate Cantu (Motion 99-3-30). The motion was unanimously approved, and nominations were closed. The election will be held at the 1st meeting of Fall Quarter.

VI. Delegate Issues and Concerns

None.

VII. Announcements

The New Graduate Student Orientation will take place on September 19th, 1999 from Noon to 4:00 PM in Independence Hall and University Hall.

The New Graduate Student Welcome Party will be held on September 24th, 1999 from 5:00 PM to 7:00 PM on the South Oval.

The first meeting of Fall Quarter will be held on October 1st, 1999. The location and time will be announced in the future.

VIII. Adjournment

Motion to adjourn was made by Delegate Ibarguen and seconded by Delegate Gooden (Motion 99-3-31). Hearing no opposition, President Carberry adjourned the meeting at 4:26 PM.
