A Resolution Supporting the Establishment of Safe Overnight Parking

WHEREAS on-campus student parking is extremely limited between 2 and 6 am, Sunday through Thursday; and
WHEREAS many graduate students may not be able to complete their tasks during standard working hours due to teaching, research, or class attendance requirements and therefore have legitimate reasons to be present on campus between 2:00 am and 6:00 am; and
WHEREAS paths leading to the designated 24-hour parking lots are not well lit or within reasonably safe walking distances to all buildings where students require 24-hour access; and
WHEREAS a mugging has recently occurred at 4:10 am near the corner of 11th Ave and College Rd; and
WHEREAS the only CABS bus which runs after midnight during autumn, winter, and spring quarter is the Overnight Courtesy Shuttle, which circulates every 30 minutes and does not come near all buildings where students require 24-hour access; and
WHEREAS no CABS service is provided after midnight during summer quarter; and
WHEREAS the Ohio State University Police Department's escort service only operates until 3:00 am and requires reservations,
THEREFORE LET IT BE RESOLVED that the Council of Graduate Students requests that Transportation and Parking Services develop a system that adequately addresses the safety concerns of students who legitimately need overnight parking from 2:00 am to 6:00 am; and
LET IT BE FURTHER RESOLVED that the Council of Graduate Students encourages the University to install adequate lighting along paths that lead to the designated 24-hour parking lots; and
LET IT BE FURTHER RESOLVED that the Council of Graduate Students President will contact Transportation and Parking Services regarding this resolution and will report on its status to the CGS on August 6, 2004.
