A Resolution Concerning Domestic Partner Health Benefits for Graduate Students

WHEREAS the University has a non-discrimination policy (Policy No. 1.10) which states "...discrimination against any individual for reasons of race, color, creed, national origin, religion, sex, sexual orientation, age, disability, or Vietnam-era veteran status is specifically prohibited. Accordingly, equal access to employment opportunities, admissions, educational programs, and all other University activities is extended to all persons..."; and
WHEREAS the University's Diversity Action Plan states that "the university is committed to becoming a leader within the higher education community with regard to diversity..."; and
WHEREAS the University's Diversity Action Plan further states that the Executive Vice President and Provost will "propose to the Board of Trustees a plan to extend university health benefits to domestic partners"; and
WHEREAS the March 2001 Buckeye State Poll, conducted by the Center for Survey Research in The Ohio State University College of Social and Behavioral Sciences, found that 70% of Franklin County respondents believe that "same-sex domestic partners and their children should also be eligible for health care coverage"; and
WHEREAS the Council of Graduate Students on May 22, 1993, directed then-CGS President Karen Duncan to write the Board of Trustees in support of a provision in the 1992-1993 Student Health Insurance Plan which would have extended spouse coverage to domestic partners; and
WHEREAS the Council of Graduate Students on October 30, 1994 originally approved this resolution; and
WHEREAS the Council of Graduate Students has approved this resolution each year since then; and
WHEREAS the provision of both opposite-sex and same-sex domestic partners benefits will improve public health and improve the University's position in competitive recruitment and retention of outstanding graduate students,
BE IT THEREFORE RESOLVED that the Council of Graduate Students supports the inclusion of both same-sex and opposite-sex domestic partner coverage under The Ohio State University Student Health Insurance Plan; and
BE IT FURTHER RESOLVED that the Council of Graduate Students endorses the Student Health Insurance Committee's Domestic Partner Proposal that includes the extension of spouse coverage to domestic partners in the 2002-03 Student Health Insurance Plan; and
BE IT FURTHER RESOLVED that the Council of Graduate Students aggressively advocate for these benefits, charging the President of the Council of Graduate Students to communicate to the Student Health Insurance Committee, the President of the University, the Board of Trustees, and all other appropriate groups the Council's position on this matter established by the present and the previous resolutions; and
BE IT FURTHER RESOLVED that the Council of Graduate Students,
through the graduate student senators, bring to the floor of the
University Senate a resolution calling for domestic partner insurance
for all members of the university community.
