Amending the Bylaws on Delegate Selection

Section 1. The purpose of this act is to amend the CGS
Bylaws regarding delegate selection in order to increase program
representation on the Council.
Section 2. The Council's Bylaws shall be amended as follows:
Article I Membership
Section I.4: Delegate Selection - The selection of
graduate students to fill positions on CGS as delegates from a
particular unit of representation can only occur in the following ways:
I.4.A. Direct election: A vote open to the entire regular
graduate student enrollment of a particular unit of representation.
I.4.B. Election by gradute student organization: In the
event that direct election is deemed infeasible, election by a
duly constiuted graduate student organization that reflects the
interests of graduate students in that unit or representation
may serve as a replacement for (A).
I.4.C. Appointment: In the event that the above methods
are deemed inappropriate, appointment by the Graduate Studies
Chairperson (or designated alternate) shall constitute proper
practice for filling a CGS position, as long as the student
provides a petition of support for their delegacy signed by
either fifty percent or twenty-five (whichever is less) of the
gradute students in the unit of representation.
I.4.D. Interim Selection: In the event that a delegate is
not identified to the Council by any of the previous methods by
the fifteenth day of the autumn quarter, the graduate student
representative to the program's graduate studies committee will
serve as delegate pro-tem until such time as a permanent
delegate is selected for their unit of representation.

Section 3. This act will take effect immediately upon
approval at a regular meeting of the Council of Graduate Students.
