A RESOLUTION SUPPORTING THE EXEMPTION OF GRADUATE FELLOWSHIPS AND ASSISTANTSHIPS FROM INCOME TAX

WHEREAS graduate education and graduate generated research is deemed critical to economic growth and national security; and
WHEREAS the average graduate student in the United States accumulates $60,000 of debt upon completion of a graduate degree; and
WHEREAS graduate student compensation, on an annual percentage basis, has lagged compensation for those entering the workforce with bachelor degrees; and
WHEREAS this inequity has increased the opportunity cost of pursuing a graduate degree, forcing many qualified individuals to forgo a graduate education; and
WHEREAS prior to the Tax Reform Act of 1986, graduate student compensation was exempt from income taxes,
BE IT THEREFORE RESOLVED that the Council of Graduate Students supports and encourages legislation supporting re-enactment of tax-exemption status for graduate fellowships and assistantships at the Federal, State, and Local levels; and
BE IT FURTHER RESOLVED that the Legislative Affairs Committee and its chair advocate for the return of graduate student compensation to income tax-exempt status.
