A RESOLUTION SUPPORTING A STATEWIDE FORGIVABLE LOAN PROGRAM

WHEREAS the Ohio House Select Committee on Ohio's System of Higher Education prioritizes "putting more money in the hands of students"; and
WHEREAS the average graduate student in the United States accumulates $60,000 of debt upon completion of a graduate degree; and
WHEREAS the State of Ohio ranks 39th in individuals possessing graduate degrees, 41st in funding higher education, 49th in developing new businesses; and,
WHEREAS the State of Ohio's Third Frontier program promotes economic growth through improving the quality of Ohio's higher education system and the retention of highly skilled individuals within Ohio; and
WHEREAS the proposal provides students up to $40,000 in forgivable loan monies to complete a graduate education at an Ohio university; and
WHEREAS the proposal only permits debt forgiveness if the individual finds employment in Ohio or starts a business in Ohio after graduation; and
WHEREAS the proposal has been received positively by legislative members of both major political parties,
BE IT THEREFORE RESOLVED that the Council of Graduate Students supports and encourages enactment of the proposed loan forgiveness program for the benefit of higher education and economic growth in the State of Ohio; and
BE IT FURTHER RESOLVED that the Legislative Affairs Committee and its chair advocate for the creation of a forgivable loan program.
