A RESOLUTION SUPPORTING THE CONTINUANCE OF FREE INTERNET ACCESS

Author: Chad L. Gasser, John Gossom, & Kurt M. Pickett (pickett.23)

Sponsor: Academic and Human Resources Policy Committee

Passed January 17, 2003

WHEREAS Homenet provides a free internet service for the 70,000 students, staff, and faculty of the Ohio State University campus community; and

WHEREAS eight of OSU's ten aspirational institutions provide a free internet access option to their respective university communities, four of which provide this service without a specific university-wide technology fee; and

WHEREAS polls taken by the Office of Academic Affairs suggest that in 2002 23.8 percent of the faculty relied on Homenet as their primary internet access service; and

WHEREAS the same polls indicate that fall undergraduate use of Homenet as the primary internet service was 10.8 percent in 2002; and

WHEREAS these individuals use Homenet in spite of its technological limitations in comparison to high speed internet services; and

WHEREAS an informal poll conducted by the Introductory Biology Program of over 300 freshman students currently enrolled in an introductory biology class revealed that the vast majority were uninformed of Homenet's existence, suggesting that the rate of use might be higher with increased awareness; and

WHEREAS the University has recently decided to terminate the Homenet service altogether,

BE IT THEREFORE RESOLVED that the Council of Graduate Students strongly oppose the complete elimination of Homenet without the implementation of a replacement no-cost internet service.
