AN ACT AMENDING THE BYLAWS ON BUDGET SUBMISSION

Section 1. The purpose of this act is to amend the Council’s bylaws regarding the budget. This amendment is presented in accordance with Article X of the CGS Constitution.

Section 2. When the Council changed its fiscal calendar to match the University’s a couple of years ago, it failed to alter the date when the budget is initially approved by the Council. As a result, the Council was left operating without a budget for the first few weeks of July 2002.

Section 3. To avoid this situation in the future, the CGS Bylaws will be amended as follows:

Article VI - Budgeting and financial affairs

Section VI.1: Budget

VI.1.A. Definition - The financial resources of the Council must be allocated in accordance with an annual budget.

VI.1.B. Budget Approval - A proposed budget will be prepared by the Treasurer in consultation with the President, reviewed by the Executive Committee, and presented to the Council at the ~~first~~last regular meeting of ~~Summer~~Spring Quarter. This budget, or an amended version thereof, must be adopted by a simple majority vote of the Council at the ~~second~~first regular meeting of summer quarter.

Section 4. These changes shall take effect immediately upon approval at a regular meeting of the Council of Graduate Students.
