A Resolution Calling Upon the Board of Trustees To Extend University Health Benefits to the Domestic Partners of Faculty, Staff, and Students at Ohio State

WHEREAS the Council of Graduate Students has supported extending university health benefits to the domestic partners of students since 1993, passing resolutions to this effect every year since 1994; and
WHEREAS the student leadership at Ohio State has worked extensively on this issue for the past several years, including successfully passing a resolution at the University Senate in 2002 calling upon the Board to approve this policy; and
WHEREAS the Executive Vice President and Provost, acting upon a call for action in the University's Diversity Action Plan, has submitted a proposal to the Board of Trustees that would extend university health benefits to domestic partners at no cost to the University as part of a policy extending university health benefits to sponsored dependents of faculty, staff, and students at Ohio State; and
WHEREAS the Board leadership last year promised that university health benefits would be extended to domestic partners of faculty, staff, and students under this policy by autumn of this year; and
WHEREAS the student leaders have recently been told that this policy will not be approved this academic year; and
WHEREAS failing to extend university health benefits to domestic partners of faculty, staff, and students at Ohio State indicates an utter contempt for diversity on the part of the Board of Trustees, making it impossible for Ohio State to become a "leader within the higher education community with regard to diversity" as called for in the Diversity Action Plan,
BE IT THEREFORE RESOLVED that the Council of Graduate Students calls for a public vote at the December meeting of the Board of Trustees on the sponsored dependents proposal that would extend university health benefits to domestic partners of faculty, staff, and students at Ohio State; and
BE IT FURTHER RESOLVED that the Council of Graduate Students calls for the sponsored dependents proposal to be put into effect no later than 1 July 2004; and
BE IT FURTHER RESOLVED that the Council of Graduate Students actively advocate for these benefits, charging the President of the Council to communicate to the President of the University and the Board of Trustees the Council's position on this matter as established by the present and previous resolutions.
