An Act Amending the Constitutional Duties of the Treasurer

Section 1. The purpose of this act is to amend the constitutional duties of the treasurer, assigning that office oversight of the Edward J. Ray Travel Award for Scholarship and Service (Ray Award) Committee. This amendment is presented in accordance with Article XII of the CGS Constitution.
Section 2. With the advent of a new online Ray Award processing system, the Ray Award Chair's duties fall into three main categories: (a) answering non-routine questions about Ray Award policies; (b) coordinating the activities of the Ray Award Committee with regards to judging, maintaining existing policies, and developing new policies; and (c) negotiating joint reimbursements with other departments.
Section 3. A significant portion of the Treasurer's time is spent monitoring and tracking Ray Award recipients as their reimbursements appear on the Council's financial statements.
Section 4. The budget of the Ray Award, approximately $50,000, demands that it be overseen by someone with a high level of commitment to the award and the Council.
Section 5. This act has been informally endorsed by all Treasurer candidates.
Section 6. For the reasons outlined above, the CGS Constitution shall be amended as follows:
Article V - Elections and officers
Section V.6: Treasurer
V.6.A. The Treasurer handles all the finances of the Council and keeps an accurate record of its financial status at all times.
V.6.B. The Treasurer serves as an ex officio voting member of the Council on Student Affairs and its Allocations subcommittee and is responsible for overseeing the Council's Edward J. Ray Travel Award for Scholarship and Service.
V.6.C. In the absence of the President, Vice President, and Secretary, the Treasurer presides over the meetings of the Council.
V.6.D. The Treasurer shall fulfill other duties as directed by the Council.
Article VI - Committees
Section VI.1: The Executive Committee conducts the business of the Council between meetings and prepares the agenda for regularly-scheduled meetings.
Section VI.2: The Organization and Elections Committee oversees all business relating to membership credentials, external representation, and elections procedures.
Section VI.3: The Edward J. Ray Travel Award for Scholarship and Service Committee sets eligibility and application guidelines for the Award and determines its recipients.
Section VI.
34: The Council may create such standing or ad hoc committees as it deems necessary.
Section 7. Pending approval per Article XII of the CGS Constitution, these changes shall take effect with the inauguration of the 2004-2005 Executive Officers.
