A Resolution on Graduate Tuition Increases

WHEREAS the 2004-05 academic year will see the second consecutive year of tuition increases for graduate students above the historical 6% increase (9% in 2003-04 and 13.4% in 2004-05) with additional recreational fees increasing over the next few years; and
WHEREAS previous budget cuts have severely impacted departmental operating budgets across the University, limiting departments' ability to provide basic educational services and supplies such as photocopying of course materials and chalk/dry erase markers in the classrooms; and
WHEREAS the competitive compensation initiative at Ohio State, while necessary, has further exacerbated the erosion of departmental operating budgets; and
WHEREAS such limitations adversely affect an instructor's ability to provide the best educational experience in the classroom; and
WHEREAS budget restructuring has the potential to negatively affect the number of graduate courses offered across campus because they frequently have lower enrollments than undergraduate courses; and
WHEREAS the 2003-04 graduate and undergraduate student fee increases made little to no substantial impact on the quality of instruction, ability to offer low-enrollment courses, or departments' ability to provide basic educational supplies to its instructors,
BE IT THEREFORE RESOLVED that the Council of Graduate Students calls upon the Office of Academic Affairs to ensure that graduate course offerings are not reduced due to fiscal reasons related to low(er) enrollment and;
BE IT FURTHER RESOLVED that the Council calls upon the Office of Academic Affairs to issue a report at the end of the next academic year on efforts made to ensure that graduate course offerings are not negatively affected by budget restructuring; and
BE IT FURTHER RESOLVED that the Council calls upon the Office of Academic Affairs and the Office of Business and Finance to find a way to bring the operating budgets of departments back to levels that will allow them to provide the necessary supplies for instruction; and
BE IT FURTHER RESOLVED that the Council calls upon the Office of Academic Affairs to issue a report at the end of the next academic year on progress made to address these basic educational needs; and
BE IT FURTHER RESOLVED that the Council actively advocate this position, charging the President of the Council of Graduate Students to communicate to the Ohio State President, the Executive Vice President and Provost, the Senior Vice President for Buisness and Finance, the Vice President for Student Affairs, the Dean of the Graduate School, the Board of Trustees, and all other appropriate groups the Council's position on this matter as established by this resolution; and
BE IT FURTHER RESOLVED that the Council directs the CGS President to report the administration's response to this resolution at the October 2004 Council meeting.
